Davis is addressing the demand side (rate increase, conservation) but not the supply. What will get the offline QF's back online, for instance? And financially, CA is digging itself in deeper and deeper, spending all the surplus on energy for the utilities. What a waste of cash IMO.

I personally think there will be a surge in interest in alternative energy sources for businesses and homes - solar, microturbines, fuel cells, etc, for two reasons: one, people do want clean fuel and air, no matter what Bush seems to think; and two, the rest of the country will suffer hikes along with CA because the generators and natgas suppliers will be trying to sell as much as possible to the highest bidder, CA, leaving less for the rest of the country. Solar panels and fuel cell "furnaces" for the home will look real good, even if the realities of installing them don't work out this year.
