The article does look at facts that can support either side but it shows that both under the legal deadline, and under Al Gore's requested method of counting votes that Bush still won. It does talk about how if the votes where counted in a third way Gore may have won but overall the article and the facts behind it support the interpretation that Bush won FL. Tim
