As I said, if I sit across from you feigning blows to your nose, conducting military exercises off your coast, arm and subsidize a break-away province that is just off your coast, all of these could easily be construed as provocative.

I've already dealt with the fake blows to the nose analogy. As for a break-away province, Taiwan is really an independent country. Military exercises in international waters near China might be somewhat provocative but not as provocative as China firing missiles over Taiwan.
