I was there about seven years ago and I wandered off by myself talking pictures all the time both in cities and out in the country. I never had the feeling that I couldn't do whatever I wanted. The Chinese guide looked nervous a lot, but I didn't have any reason to connect that with my picture taking. I had the impression she was on a pretty short leash.

Now, in China, you can't just go to the airport, stand in line, and catch the next flight to wherever you want. Or rent a car and go on a road trip. It must surely be harder for us to spy on then than the other way around, but my experience wasn't anything like your mother-in-law's.
