Our wholesale rates went up through the roof which is why our ulitity companies are broke and on the verge of bankruptcy. The deregulation only deregulated wholesale prices and forced the utes to sell off most of their power generating plants. The power generators have their own "spot market" in Houston. The highest bidder gets the power. A great article in the San Jose Mercury News described how the power barons in Houston have a highly secretive operation going and they won't allow anyone to infiltrate.

It's interesting that people are blaming the Ca. problem for the higher rates in Washington.( By the way Seattle is a beautiful area.) There are lawsuits starting up that are claiming the use of unfair business practices against these energy generators. It is claimed that they manipulated the energy supply in order to jack up the rates.

Our retail rates are frozen ( by the dereg bill ) and our wholesale rates were not. Even though our retail rates are at 6.5 cents( approx ) per megawatt the wholesale rates jumped to 45 to 70 cents a megawatt. The energy barons strongly supported the deregulation bill and were seen en masse up in Sacramento. They were heavy contributors to the campaigns of incumbants.

The owners of the power generating plants have a chokehold on civilization right now.

My city is building some additional plants that will be online this summer. It only takes 3 weeks for approval for these "peaker"plants and they will provide enough energy for a city of 270,000 people. That's well above our needs here so there will be a surplus for use elsewhere.

All the power generated here is not used here even now. The plants were sold to private energy companies who sell the power to people that pay more for it.

I just found an article in the San Jose Mercury that says that there will be a bidding war for power in the western states this summer. I'll read it and report back to you. There might be an online link for the Mercury News.
