the person is autonomous with respect to other people but not autonomous from the government of the country he or she lives in?

A person is autonomous except to the extent that he cedes some of his autonomy, for example, through contract, such as marriage or an commercial contract. And, of course, the laws under which he lives. The government can only constrain autonomy through law. We all agree to be constrained to accede to the laws wherever we are. If we don't we get the laws changed, pay the penalty for breaking the laws, go somewhere else where the laws are more to our liking.
