Here's a long stack of articles that will explain the players and how it was played. You will find amongst your "loons" is a perch full of Republicans. In fact, in 1996, the State Assembly was Republican dominated and the Governor was a Republican. That's the year the deregulation bill was passed. The proof is in the link below:
