Bush has sunk a Japanese fishing boat, downed a Chinese fighter, and crashed two jets in Scotland. All in 10 weeks.

Do you have any actual reason to believe this is anything other then a string of bad luck? Even if Bush had new policies that would somehow increase the danger of such things happening he hasn't had time to implement too much yet. The training and most if not all of the current policy and doctrine of sailors and aircrew involved in these accidents are the responsibility of people that Clinton put in.
