Speaking as an electrical engineer, and amature statistician, do not count on it, at all.
Speaking as an amature gadget buff, a single sub with 24 missiles, each with 24 war heads, parked in 'international waters' 13 miles offshore, will render all detection radar as useful as ... oh, you got the idea.

That is an easy one, because there are agreements between China and Taiwan that this not be done, because it is simply such a good idea.
