From a friendly Taiwanese pilot:

When I was in air force, I had to fly urgently to Taiwan's east coast to intercept unknown aircraft. Everytime it was the EP3. They were spying on Taiwan's self developed weapons program.

When we intercept a plane, we have to approach slowly from behind. Fighters do not fly well with low speed.(due to high deceleration and danger of tail wind). Often times the american airplane slows down intentional or make sharp turns, to force us to merge to front of them or put us into their tailwind(with terrible bad intentions). Our fighter have to go zigzag or up and down to keep at certain speed. In this pattern, it make us much harder to read their identification.
