There's a big difference between Phase I and Phase II grants. Phase II generally means they achieved something real in a Phase I. In general, NIH funding is very important for a lot of small biotech startups. $1 million does seem like more than I generally recall most small companies getting, though. There's a searchable database (CRISP) that lets you find all grants.

Incidentally, I don't believe the analog of NIH grants exists elsewhere in the world. Other countries fund "pure" research, but not (that I am aware of) stuff that is intended to eventually make money.
