Dave,

Clinton was very popular in the rest of the world. He supported the universally understood need for CO2 reduction. He supported weapons reduction. He supported free trade.

Bush comes along and talks of Star Wars, undermining Kyoto, and trade protectionism.

The rest of the world is no longer under our protective wing. They are big kids now, and are very, very angry at George W Bush. I spend a lot of time in Europe, and Bush is universally despised over there.
