I don't think the Chinese deployment of CDMA is treated as a diplomatic gesture or a favor to the US. May be it was at some point in the past, but certainly no longer.

My view is that they NOW see it as an economic imperative from the long-term perspective. The fortune of a large number of local handset vendors are tied to this, and China Unicom's success is part of their five-year economic initiatives.

What ALSO worries me is our new President. Inexperienced in foreign affairs as he is, George W. seems to be caught in the ideological division between the conservatives (Pentagon) and the moderates (the State Department) in his cabinet. I hope he will soon find a way to reconcile the difference. Obviously, the Chinese know this and they've been using this incident to test the political waters, and to gauge the quality of Bush's leadership. JMHO.
