The US can't apologize nor should we since we haven't done anything illegal. These flights have been going on for years and will continue. If the US apologized the US Navy would have to redefine one of their prime rolls, "ensuring freedom of the seas". A country , including the US can't readjust it's boundaries when it suites them. Where countries have tried to adjust their coastal barriers, (past the internationally agreed 12 miles), in the past, the US Navy will go out of its way to test those boundaries as they did in Libya several years ago.
