You did a much better job of explaining the meeting than I could have.

In regard to your supposition, I spoke with one of the attendees after lunch. He indicated that one of the Intel officials (I won't say which one, but he is credible) explicitly stated that Intel was not yet certain about what had happened in Europe (whether it was an indication of a long-term problem, part of the shift to the PII, or just a temporary phenomenon) but they felt obliged to make the press release on Friday given the meeting on Tuesday.

Now this is hearsay (I did not hear this directly from the Intel official), but it seemed reasonable to me at the time, and is consistent with your suppositions.
