One of the things he (Cheney) said was that the Kyoto treaty was dead before they came into office. Of course, that is no excuse for rolling back the regulations of the Clinton Administration. He said he was in favor of nuclear power. He attempted to defend drilling in ANWR. He claimed victory for the tax cut and said they would get an even larger tax cut from the Conference Committee. He said they needed air surveillence of the Chinese coast. He kept saying that if the Chinese persist, their relationship with the US is being damaged. He is just a hard right person on every issue and it is apparent that he is the one making policy decisions.
