You must be talking ancient history here. In recent years, Phase I SBIR grants are extremely competitive. Success rate varies dramatically by agency; NSF was ballpark 15% in FY98. Roughly one-half of Phase I awardees even apply for Phase II, and about a half of those get the Phase II award. Because of the tight record-keeping and reporting requirements, lots of Phase I awardees just throw in the towel.
