But do you want the government deciding who is bleeding by the side of the road? There are a lot of casualties, all over the world, it is difficult to know which casualties our government should help. And then there is the problem of governmental help- which often makes things worse,since it is rarely nuanced or intelligent or effective.

I think perhaps we should allow people to be good Samaritans. Governments don't really have consciences, as we can all see from history- conscience is an individual human (and possibly animal) experience. So I think I agree with the folks who say we should help on an individual level when we are moved and when possible. But keep the government out of it, except when a country begins to move it's "wrongdoing" outside of it's own borders.

I keep thinking of that joke "We're the government and we're here to help." I don't think governments make very good Samaritans- at least in terms of helping countries whose cultures and people they may not understand at all.
