There are a lot of casualties, all over the world, it is difficult to know
which casualties our government should help

I assume you know the story of the man on the seashore and the starfish?

For those who don't, I'm not a good storyteller, but here is the gist of it.

After a major storm, I (the story is usually told first person, though of course it didn't happen to me, if to anybody) went down to the beach and saw it littered with thousands of starfish which had been washed ashore and were dying in the sun. Down the beach I saw a man who was picking up starfish one by one and throwing them back into the sea. I went over to him and said "you know, there are thousands of starfish here, they're all dying, what possible difference can you make throwing them back one by one?" He stood up from picking up another starfish, looked at me, looked at the starfish, and as he threw it back into the sea said to me "it makes a difference to this one."
