That old starfish story is a great story--for individuals, not for public policy.

A country needs to either take care of all the problems or have some rational and articulated basis for picking and choosing. Lately it's been the CNN factor--whatever cause has compelling pictures on TV. Then there's the national interest criterion, part real and part charade. Yugoslavia, yes. Rwanda, no. Or maybe we cater to those ethnicities with large US populations. Or natural resources. Or who poll the highest. Or those that are popular with our allies. What a quagmire!

Best that you tend to your starfish and I tend to mine.
