yup, true, and to what extent is open to judgement I guess.

Consider the alternative approach taken by the Japanese- they save like crazy in what this Govt measurement would define as "savings" and so the banks took a lot of this money and made bad loans and awful investment decisions! So the Japanese people, instead of spening the money themselves, simply let their banks make bad choices with their money!
