Kissinger was recently heard as saying beware China because some sectors wish war with the US for internal reasons.

Richard... think this through...

For years the US security pundits were predicting a war with the Soviet Union.

They also claimed that elements in the Soviet government preferred a war for internal reasons.....

What has to be realized is that different groups within the communist government are constantly vying for power with one another. Since the Chinese military has lost much of their economic reason for supporting reforms(having been forced to divest their PLA owned businesses), the only real "power" card they have left to play is military confrontation with the US.

They can put the reformers on the defensive and demand a bigger slice of the economic pie. Bejing's equivalent of the "military industrial complex", you might say.

But more to the point, I have a suspicion that Jiang Zemin, being out of the country on his Latin American tour, probably thought this a rather remarkable opportunity to embarrass the US, and increase his negotiating capital with our southern neighbors (many of whom don't like us gringos, either).

Just a theory here.. but is China making a play to muck around in Latin America, and then exchanging their pulling out for a US promise to pull out of Asia?

It would require years to achieve that kind of influence, and hopefully Bush follows through on his promise to emphasize the Latin economy and counteract such attempts.
