The Bush administration will end up with something similar. It is called "Initiative for the Americas". The aim is to have an integrated market from Alaska to Tierra del Fuego. But (and that's a big but!) the US must arm twist the governing elites of Latin America to liberaliza their economies. Get serious about environment, labour laws and solid economic policies etc etc.

Then - and only then- have a bank similar to the EIB to invest in infrastructure projects in those countries. Left on thier own, thos ecountries will never become part of the global economy. Hence not become markets for products and services of the US. Trade will never grow.
