Salomon Smith Barney's reason for the semi upgrade is simple: they don't feel after Mot's announcement that it can get much worse so they're willing to stick their neck out a bit and say it looks like a bottom.

Personally I think INTC, AMD and MU are the best buys out there right now - I've been loading up all week.
