The US PTO has been fee funded for quite sometime. If you weren't aware, the US PTO over the years has been reducing their fees for the past couple of years.

One thing, the PTO doesn't make any money on the examination of patent applications. The huge revenue stream comes from the patents since companies have to pay maintenance fees about every 3 years on their patents.

Taking, or in some people's opinion stealing, the fees that the office collects is nothing new.

If one looks at our patent fees and compares it to the Europeans, to file in the US is quite cheap.
