If you remember, the income tax hikes in 1993 were targeted at incomes above $70,000. (A fact that the Republicans did their best to obfuscate.)

Once the deficit was brought under control, the middle class tax cuts came in 1996 (after Clinton vetoed Gingrich's monster tax cuts for the wealthy.)

Clinton exceeded his promises wrt the deficit, and kept his promise wrt a middle class tax cut.
