"seizing" businesses has an unhappy connotation incompatible with a free enterprise system and our constitution; however, it could work wonderfully in Russia.

The result of a court approved capability to "seize"
enterprises by Government would signal the death of entrepreneurship and future investments by any and all.

For example undesirable adult porno shops can be "regulated" and voted legally out through codes and other but grabbing the shops won't work either. Confiscation - I don't think so.
