Sorry means you did not like what went down, not you take responsibility for what went down. Fir example, you are sorry for speeding. You are sorry about losing your license. You are sorry for your increased insurance rates. At no time did you accept the fact that you were speeding by saying "I apologize for speeding". I hear lots of "sorry" from my brother when he was caught for drunk driving, but no "apology" for doing so.

Pete,according to Merriam Webster, sorry means "feeling sorrow, regret or penitence"; again according to M.W, penitence implies "feeling sad and humble realization and regret for one's misdeeds". In the grand tradition of dubya, maybe Reps. interpret that differently but most of the world sees it as an apology.
