Well I did not see the word apology. I did not see or hear any word of taking responsibility for the collision. Then what you think you heard was not what was said but what you wanted him to say. There was no taking of responsibility for the collision. If a Chinese does not see it in the text, why do you? And many of my coworkers see no taking of responsibility in those statements.

If I am in my minivan driving through an intersection as it is green for me. You and your friend are riding motorcycles along the road running across the road I am going along. You stop at the red light, but your friend runs the red light and crashes into my minivan killing him. I may be sorry he is dead, but I do not take responsibility for him ramming my minivan. And I would not apologize to you or the owner of the motorcycle he was on. I would let the cops deal with him and his buddies.

It is no different here. Its only liberals who see apology when there is none and taking as fact Bill's answers when he was lying. You wish to see it there, so its there even if it is not. If there are 50 definitions to a word, you take the one you like and not the one supported by context.
