Tax revenue grew during the eighties. The problem was spending. Tip O'neil, one of the biggest socialists of our time, never saw a government program that didn't need expanding, or a new entitlement which couldn't be dreamed up.

I don't blame you for not addressing the substance of the study. Namely, who wanted to spend more, the Democrat congress or Republican Presidents Reagan and Bush. And on the flip side, Clinton or the Republican congress.
