the market has dropped a lot more than 40% since then, so in proportional terms margin would now be higher than in March of 2000.

The numbers I was looking at was on NYSE margin debt and the stocks there have not gone down much even though margin debt has. You can look into the trends--on tsc metrics (street.com)
I don't recall how the Nasdaq numbers are.

I wonder how much of the margin debt is due to the short sellers or hedge funds.

We shall find out as the market heads higher, resulting in possibly even some margin calls on the shorts in the Nasdaq. (just a possibility--not wishing it on anyone)

Nasdaq is shorted way too much, IMHO.
To me that is the key factor and margin debt is just old news from last year. That is one of my reasons for being super bullish on the techs.

I am sure you disagree but time will tell whether the bulls or bears win this next battle.
