Dale: Indeed, I wonder if AMD will use this trottling the voltage back with clock frequency approach via PowerNow! with Clawhammer. The desktop version could use thermal based PowerNow!, while the mobile version uses load based PowerNow!.

I wouldn't mind paying more for load based PowerNow!. That would allow the computer to consume far less juice - and make less noise.
