While you would gain a reduction in power consumption from the processor and the PSU (only 70% +/- efficient) there would only be a gain on the noise front if all the cooling fans were thermally controlled. While some high-quality PSU (Antec smartfan, Enermax whisper) have thermally controlled fans most units would just result in a cooler case at same noise level. And I think I have only seen one thermally controlled HSF.

Of course, if you knew that your system was going to be operating at a lower max thermal power then you could adjust the fan configuration (replace with slower units or lower fan voltage through hard-wire or with a fanbus switch system). I guess some of the fan controllers will provide for thermally controlled fan operation set points.

I agree fully that PowerNow on the desktop would be a selling point - particularly from an energy conservation point of view (CPU + PSU + any resultant building cooling load reductions). I also am very interested in quiet computer systems (well, quiet OC systems ;-) and have reduced the apparent noise from std operating position of my computer from 58dB to 51 dB at only a slight loss of thermal performance. I plan a second round of modifications to try and further reduce noise while improving thermal performance (Tcase - Troom).
