At one time, I ran a utility on my machine that told me what files were open, what program had them open, and a little bit of info on each file.

Trouble is, I don't remember what this utility is, or where it came from. It could've been downloaded or installed from Windows' CD (Reskit). The good news is that almost everything I've learned about computers came from this thread, so someone here knows about this.

If you can find such a utility, you can take a peek at whatever file is being locked. Trace this backwards to the program has the grip on it, and you've narrowed the scope of possible solutions.
