Empire City Subways controls NYC Sewers

The Borough Presidents Offices in NYC are swamped with complaints about cable diggers, and there have been half hearted attempts to get them all to coordinate with each other so the same streets are is not redug every month by a different vendor. But this problem persists with no real solution in sight. I'm sure every major city is going through similar hell. Had Empire-City/Verizon opened up the sewers to players other then CityNet (which is the NY City's own vendor) maybe this could have been a focal point with which all City agencies could have coordinated cable laying efforts. Not only that, but the City could have opened up it's own Dark Fiber Brockerage Service, getting fat commisions for matching layers with providers who could use existing fibers instead of laying their own. Opportunity lost, and the consumer is screwed with paying the higher cost, and living with pitted streets that only serve to ruin their 'already too expensive to maintain' autos.
