I think you are missing something. If NOkia did, in fact, choose to utilize Qualcomm ASICs, they would have to change the designs of their phone.

As I previously stated, Nokia designs their own ASICs in order to work with TI DSPs.

Doesn't TI now have a broad cross licensing agreement with Qualcomm?
