while I do agree that GPS is more accurate. There are a couple of problems with GPS. One, that users must upgrade their phones in order to use it. How many people do you know that have a cell phone for emergency use and never really use it. Those types of users most likely do not want to upgrade. Therefore a network based location technology is preferred.

Also, I recall that network based location can get a position quicker than GPS.

Like i said, there are many adv/dis of utilizing either. One location technology that seems promising is a hybrid of both, utilizing GPS and network based. I think its called E-OTD (Enhanced Observed Time Difference)
