Dumping Law to Cover Phones

The Ministry of Information and Communication said Monday that it is drawing up
a measure to prosecute mobile phone operators that subsidize the purchase of
handsets.

"Minister Yang Seung-taik ordered recently a review of measures to define
purchase discounts as a dumping practice to be subjected to legal prosecution,"
said a ministry official.

So far, mobile service operators' subsidizing of handset purchases has been
subject to contractual provisions between the operators and subscribers; thus
violators have faced only fines. Once the practice is defined as dumping, fair trade
laws can be applied, and the operators can be prosecuted.

Five mobile operators in Korea revised contractual provisions in June last year to
give up the subsidies, but they reportedly have not abided by the provisions.
