Clicking MS-DOS gets a blank screen...

The first thing that popped into my mind was that the MS-DOS shortcut is opening an MS-DOS window full screen and the screen is in graphics mode. In nearly all graphics modes, you won't see a cursor or prompt.

Right click the shortcut, select properties, screen tab, and put the dot into the Window circle and check all other boxes.

Under Program tab, Run in Normal Window.

Under Font, select True Type Only.

Just wild guesses.
