The 2nd pointer you gave is a site which calculates the worst thermal power for overclockers. This site says they have an app (provided by the 1st site) which runs at over 88% of spec power, but doesn't state whether "spec" power is TDP or max power. When you fill in the form provided with the default settings & tell it you are going to overclock the part to 1.7V/1500MHz (spec conditions), it spits out an overclocked wattage of 54.7W & "88% of overclocked wattage" of 48.1%. In other words, it would appear that this site has managed to find an app which only hits 88% of TDP - big deal!

As you read a little further, they report that they think you can get "over 90%" of spec power - again apparently TDP.

I have not had the time to actually run the app & measure the current draw, but it would tentatively appear that you have just reinforced my point. They seem to have tried, and failed to create an app which consumes more than TDP. Had they succeeded, it would be largely irrelevant anyway, since the app is a synthetic app doing no useful work except ringing the power bell.
