IRUs, as they were previously known, all but disappeared from public view until the private optical terrestrial and subsea carriers emerged, several years ago

I can see two reasons for this (re-emergence of IRUs), and certainly there may be more:
1. deregulation, WRT the comment about ATT and IRCs not infringing upon one another's turf (data vs. voice), thus the closed capacity of club cables possibly not being available for delivering the competing products
and
2. selling IRUs at the outset allowed for cash to be visible on the balance sheets more quickly. This reason was removed due to a change in allowable income reporting procedures instituted over the preceeding 2(?) years (GBLX modified its reporting practices in March 2000).
