By Steven J. Vaughan-Nichols The DSL CLEC's constantly cry that Baby Bells are treating them unfairly, with poor service and high charges designed to squeeze them out of business. At long last, with AT&T, Covad Communications found someone to listen to them who can make a difference.

On April 12, it became clear that the New York Public Service Commission (PSC) was likely to find that Verizon was grossly overcharging Covad and other CLECs. Verizon's New York and Massachusetts subsidiaries changed their power rate structure, which had been tripling the CLEC's co-location rates. The new rates take effect immediately.

Covad estimates that the change will save the company millions. In New York alone, Covad expects to save as much as $2.9 million annually. Dhruv Khanna, Covad's co-founder, executive vice president and general counsel, hopes "that Verizon will extend the restructured power rates to all of the states in its territory." If that comes to pass, it could result in savings of well over $10 million dollars a year for Covad in the northeast and mid-Atlantic states.

Covad is also trying to get refunds for its past overpayments. It is expected that other CLECs will also now only pay the new lower fees when they co-locate in Verizon's New York and Massachusetts offices.

The rate drop didn't come into effect entirely because of the PSC's expected actions, though. Covad had also supported Verizon's application to provide long distance service in Massachusetts.
