"So this is the 21st century to which Bill Clinton built a bridge, a nation with a growing and entrenched lifelong chasm between those (like Chelsea Clinton) who grow up in ambitious families and attend demanding schools, and those who don't have such luck; a nation where 60 percent of poor children and minority children are shoveled through the schools and out the other end, largely illiterate and innumerate, all set for - hurrah! - that good life at Burger King."

Regardless of the education level achieved by the huddled masses, there will be the same number of janitors and burger pushers. Educating the masses will only serve to insure that more of these janitors and burger pushers are well educated.

The sad fact is that how well a person does in life has much less to do with their educational performance than the connections that they make while getting an education (who their beer buddies are). It is much more likely that an employee will be promoted because of being an ardent golf player than on merits in America.

If you want students from the lower classes to perform better in school, the first step is to prove to them that an education is worth more than connections are.
