is that what equipment vendors are getting message from intel not to expect $7.5B in capex but rather 5.5-6.5 which is upto $2,000,000,000 (Paul Engel's short hand for 2B) lower than intel promised

1) capital expenditures for equipment are only part of capital expenditures, building costs also figure into the number.

2) that isn't indicative of any delay in the 0.13 micron ramp.
