I think you are missing a couple of key issues related to the sales tax issue.

The DELL entity(s) that sells to corporate/gov't customers have a presence in virtually every state and are required to collect and remit sales tax unless provided with appropriate exemption certificates. This is not a significant issue for any of these entities because they would end up remitting use tax on their own even if DELL did not collect the tax.

The DELL entity(s) that sell to individuals does not have a presence in most states and is not required to collect or remit sales taxes but the customer is required to remit use tax to the appropriate taxing authority. Most individual customers ignore that requirement. Some taxing authorities are becoming more aggressive and trying to obtain records from DELL that would allow them to more easily collect the use tax from DELL's customers.

Dell's legal entity structure and careful planning is what allows them to avoid collecting sales tax from their individual customers in most states.

The Gateway Country stores by themselves are not the reason that GTW must collect sales tax from their customers.
