He said that if Intel had designed the P4 a little differently it would have a lot more headroom. Like 3 GHz plus.

That is correct. P4 has 28 pipe stages, as compared to Athlon's 10 stages. The fact that P4 is only running at 15-30% higher clock speed is a pretty good indicator of severe imbalance in the P4 pipeline.
