Whatever does "somewhat close" mean?

I remember watching The Tomorrow Show, with Tom Snyder, and hearing Herbert Block, the legendary Washington Post, liberal political cartoonist, say that if he had to choose, he would vote for Reagan over Carter, but since he could vote for Andersen, he would. The basis was not just the hostage crisis, but the sense of drift in the Carter presidency. Although I cannot recall the exact numbers now, Carter was appallingly low for a sitting president throughout the campaign, and, if I recall correctly, was only ahead briefly in the post convention "bounce"........
