I've seen studies that support both sides of the argument.

I have as well.

Perhaps, had the bar been evenly raised for everyone, a lot of good may have resulted from the newer technologies that would have sprouted.

If things are still very uncertain I don't think it is a good idea to commit to a treaty that will cost trillions of dollars.
