Another factor may well be that Austin is a university town; lots of very bright kids entering the job market all the time. Now, I would just guess that in, say, Wichita Falls, that the availability of people like that is more limited, so experience would be preferable to incompetence, if those were the only two choices.
And then, yes, sometimes they're one and the same.<g>
