The article says that the soldier power pack is being developed from ongoing research on 1-10 KW sized units. Those I believe would be the commercial apps.

FYI -- In England, Trevor Bayliss, the inventor of the Freeplay windup radio, is working on a soldier power unit as well. He is putting piezoelectric crystals into the heels of combat boots so marching soldiers, or city pedestrians, can re-charge batteries. He's already done some trekking in the Nabib desert to demonstrate the concept.
